1. On May 16, 2007, U.S. Marshals will return Arnoldo Cabrera 
Dominguez to the United States to stand trial in the U.S. 
District Court for the Southern District of New York for 
conspiracy to import and distribute more than five kilograms 
of cocaine, as detailed in indictment number S1 05-CR-1278 
(NRB), filed on March 2, 2006.  As laid out in the 
indictment, Cabrera was the head of an organization that 
smuggled multi-kilogram quantities of cocaine into the United 
States and distributed it in the greater New York and New 
Jersey area.  On June 1, 2005, that organization smuggled 409 
kilograms of cocaine into Newark International Airport, where 
it was subsequently seized by the U.S. Drug Enforcement 
Administration. 
 
2. This case was brought before the Dominican government on 
March 22, 2006, by virtue of an Embassy diplomatic note. 
Shortly afterward, on May 18, 2006, a provisional arrest 
warrant was issued by the Criminal Chamber of the Dominican 
Supreme Court pursuant to the USG request for extradition. 
Cabrera was arrested by officers of the National Drug Control 
Directorate's Fugitive Unit on April 17, 2007.  He made a 
voluntary, knowing, and intelligent waiver of his right to 
contest extradition before the Dominican Supreme Court on 
April 23, 2007. 
 
3. The return of Cabrera will mark the 18th 
Dominican-national fugitive returned through or in lieu of 
extradition proceedings during CY-2007 (the 9th for FY-2007).
