Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.

1.  On May 14, PolOff conveyed reftel request to Carlos 
Cordero Madrigal, head of the Disarmament, Terrorism, and 
Organized Crime section within the Foreign Policy Division of 
the Ministry of Foreign Affairs (MFA) and forwarded the 
Annual Declaration nil form. 
 
2.  On May 15, PolOff followed up with a phone call to 
Cordero, who acknowledged receipt of the nil form.  Cordero 
further stated that his office was preparing the response to 
be sent via fax to HCOC.
