Understanding cables

ΒΆ1.  On May 23 post delivered reftel points to Lourdes Puma 
Puma, Director of Multilateral Affairs in the Ministry of 
Foreign Affairs.  Puma said the GOE understands the 
importance of strengthening its ability to monitor financial 
transactions in order to stop individuals or entities 
suspected of terrorist financing.  She pointed out that the 
GOE currently has draft counterterrorist financing 
legislation that it hopes to pass soon.
