Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.

If you find meaningful or important information in a cable, please link directly to its unique reference number. Linking to a specific paragraph in the body of a cable is also possible by copying the appropriate link (to be found at theparagraph symbol). 1. (SBU) EconMinCons and Econof delivered points in reftel to 
Wendy Clark, Head of the Department of Foreign Affairs and 
International Trade's OECD Office.  Clark said that the USG's 
views on all issues in reftel are very much in line with 
Canadian views.  She said that Canada especially agrees that 
the accession process for Russia will likely be lengthy. 
Clark said that Canada is overall very comfortable with the 
USG's positions on the issues in reftel. 
 
2. (SBU) Clark also said that Canada would be willing to work 
with the United States to discuss draft language related to 
these issues.
