Understanding cables
Every cable message consists of three parts:

ΒΆ1. (U) We delivered non-papers to Russian officials and entities 
encouraging participation in the annual meeting of the Nuclear 
Smuggling International Technical Working Group (ITWG) that will be 
held in Sweden, June 27-28, and an upcoming (date TBD) 
ITWG-sponsored round-robin exercise in the field of nuclear 
forensics.  We delivered these non-papers to:  A) Aleksandr Shilin 
and Mikhail Kondratenkov in the MFA's Department for Disarmament and 
Security Affairs; B) Alla Strelkova at Rosatom, who in turn passed 
them to Vladimir Ostripkov and Viktor Yerastov; and C) Mikhail 
Kriachkov, head of the International Department at the Bochvar 
Institute.
