Understanding cables
Every cable message consists of three parts:

If you find meaningful or important information in a cable, please link directly to its unique reference number. Linking to a specific paragraph in the body of a cable is also possible by copying the appropriate link (to be found at theparagraph symbol). 1. (SBU) On May 15, Vladimir Tararov, Minister Counselor from 
the Russian Embassy, and Dep Pol/Econ Chief delivered reftel 
talking points, agenda and timetable to Vladimir Serpikov, 
Director of the MFA's European Cooperation Department. 
 
2. (SBU) Serpikov said Oleg Anatolyevich Chernyshev, head of 
the Belarusian Anti-terrorism Center, would lead the 
Belarusian delegation.  Belarus also plans to send an 
official from Belarus State University to represent civil 
society and a business executive, likely from the national 
airline or another company in the transportation sector.  The 
MFA will inform post when the names of other delegation 
members become known and will work through OSCE in Vienna to 
determine appropriate ways for the Belarusian delegation to 
participate actively in the conference.
