Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.

(U) Post delivered reftel demarche to MFA OSCE task force 
chairman AMB Lopez Jorrin and unit chief Lozano on May 10, 
then later followed-up with Russian EMB counselor for OSCE 
issues Dennis Gonchar.  Spain is very interested in the 
conference and plans to send two delegations.  DG for 
Counterterrorism and Non-proliferation Angel Lossada will 
lead the national delegation, while Chairmanship Special 
Envoy Josep Borrell is expected to lead the Chairmanship 
delegation.  MFA's OSCE team is thinking about how to 
incorporate the results of the conference into the agenda for 
the Madrid Ministerial.
