Summary: Mission Nigeria submits five proposals for 
consideration for Economic Support Fund (ESF) and 
International Narcotics and Law Enforcement (INCLE) funding. 
Nigeria is a Tier 2 country making progress to combat its 
Trafficking in Persons (TIP) problem.  Because of the 
nation's poverty, sizable population, and porous borders, 
Nigeria's trafficking problem remains considerable.  G/TIP 
funding for even parts of these proposals can assist Nigerian 
government agencies and non-governmental organizations combat 
trafficking.  The following proposals are in order of post's 
ranking.  End summary.

Proposal 1: WOCON-Sensitization 
And Reintegration Program 
------------------------------- 
 
1.  Name of Applicant: Women's Consortium of Nigeria (WOCON)

3.  Project title: Sensitization and Reintegration Program 
 
4.  Project duration: 2 years 
 
5.  Proposal abstract:  The Women's Consortium of Nigeria 
(WOCON) is an advocacy group that works on a variety of 
women's issues.  The WOCON proposal targets two trafficking 
issues, public sensitization and victims' rehabilitation. 
The sensitization project focuses on key stakeholders in the 
community as well as the general public.  The proposal 
establishes consultative forums involving these stakeholders. 
 The sensitization project also includes advocacy, public 
enlightenment, and skills training.  The rehabilitation 
project trains mental health service providers to work with 
trafficking victims and has a vocational skills component to 
train these victims.  The project will focus on the Southern 
states of Ogun, Ebonyi, Kwara, Akwa Ibom and Edo states. 
 
The WOCON proposal ranks highest because it provides 
sustainable ideas to handle trafficking.  The proposal 
provides for the training of victims and trainers, and 
organizes the community in forums in order to discuss the 
trafficking issue.  WOCON's experience will be a key factor. 
If successful, this model could be replicated in other 
regions of the country.

Proposal 2: CDFON-Sensitization and Training

(CDFON)

3.  Project title: Strengthen Effort to Combat Human 
Trafficking and Forced Labour in the Middle Belt of Nigeria 
 
4.  Project duration: 1 year 
 
5.  Proposal abstract: The Child Development Focus of Nigeria 
(CDFON) focuses on trafficking in North Central Nigeria, an 
area from which post receives few proposals.  The CDFON 
proposal covers awareness programs, advocacy visits to 
traditional rulers in these states, and a skills acquisition 
program for victims.  The CDFON proposal covers the states of 
Kaduna, Plateau, Nassarawa, and Bauchi states. 
 
The CDFON proposal's has some excellent objectives, including 
victim protection, criminal justice assistance, and training 
security agencies on trafficking.  CDFON also focuses in an 
area that has received less attention than southern Nigeria.

However, the proposal, at present, does not provide 
sufficient detail as to how to achieve all its objectives, 
particularly on how it will work with victims.  Poloff is not 
familiar with CDFON's capacity and would recommend working 
with CDFON to refine the proposal prior to any funding.

Proposal 3: NAPTIP-Investigation, 
Training, and Rehabilitation

Trafficking in Persons and Other Related Matters (NAPTIP)

3.  Project title: Investigation, Training, and Rehabilitation 
 
4.  Project duration: 2 years 
 
5.  Proposal abstract: The National Agency for the 
Prohibition of Trafficking in Persons and Other Related 
Matters (NAPTIP) is the primary government agency tasked with 
with TIP issues.  NAPTIP's proposal is a request for 
training, equipment, and funding for investigation, capacity 
building, and rehabilitation of victims.  The NAPTIP proposal 
includes support for investigators in the form of equipment 
and training, the training of law enforcement officers and 
caregivers, and the training and rehabilitation of victims. 
The NAPTIP proposal will cover the six states of the 
Southwest, including Lagos, Ogun, Oyo, Osun, Ondo, and Ekiti. 
 
The proposal could help NAPTIP improve its investigation 
techniques.  However, the proposal is weighted toward 
equipment requests and short on training and capacity 
building.  The proposal also has inflated numbers, including 
a large sum allocated for a daily subsistence allowance (DSA) 
for investigators.  We should avoid funding these allowance 
requests but some sections of the proposal can be considered, 
including the proposed training for trafficking victims.

Proposal 4: Idia Renaissance- 
Training and Awareness Program

3.  Project title: Proposal to Address Identified Trafficking 
Problems in Edo State 
 
4.  Project duration: 2 years 
 
5.  Proposal abstract: Idia Renaissance works on combating 
trafficking and training of youth.  Idia's proposal requires 
expanding and equipping Idia's training facilities at the 
resource center, and reintegrating trafficking victims 
through this center.  Idia will also conduct advocacy and 
awareness programs, and hold vocational training for young 
people considered at risk for trafficking. 
 
Idia's youth center attracts a large number of trainees, and 
the facilities are popular.  Idia's proposal includes a 
significant percentage for trainer salaries and microcredit 
requests.  Idia has not worked with microcredit before, so it 
is difficult to see Idia handling such a large sum without 
previous experience.  The requests to fund victim 
rehabilitation and training by better outfitting the resource 
center deserve consideration, though Idia should be 
encouraged to work through and support the NAPTIP Benin City 
shelter.

proposal has three components.  RPF will sensitize potential 
victims and community leaders to the dangers of trafficking. 
RPF will establish community skills acquisition centres and 
training and grant micro credit to qualified trainees to 
start small scale businesses.  RPF will also establish 
referral centres for registration of trafficked cases for 
investigation.  The project targets eight local government 
areas, four in Akwa Ibom and four in Cross-River states. 
 
The Royal Pearls has worked with G/TIP small grant funds 
before.  The proposal largely focuses on sensitization and 
training.  While one of the proposal's objectives is to work 
rescuing and empowering trafficking victims, the proposal 
provides few details on how to do this.
