Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.

1.  EmbassyDakar is pleased to re-submit one project 
proposa to aid an organization that provides critical 
asistance to refugees in Senegal.  The proposal focses on 
assisting landmine victims in the Casamane region. 
 
PROPOSAL ONE: HANDICAP INTERNATIONAL-INGUICHOR 
--------------------------------------------- - 
2.  Post requests USD 20,000 to support andicap 
International (HI), a French organizatio focused on 
assisting handicapped people in particular.  HI has been in 
Senegal since 1996 with a national program to intervene in 
medical and economic insertion of landmines victims.  The 
majority of beneficiaries are returned refugees and persons 
who have been displaced by the 22-year-long conflict in the 
Casamance region of Senegal.  In this proposal, HI is seeking 
funds to improve the living conditions of landmine victims, 
many of whom are unemployed farmers that are unable to return 
to their fields as they have been mined by rebel soldiers, 
through socio-economic activities such as keeping handicapped 
children in schools, creating income generating activities, 
providing medical health care, and making orthopedic apparel. 
 HI focuses on vocational instruction whereby girls are given 
training in areas such as sewing and cooking, while men and 
women are involved in fruit and vegetable food processing 
programs.  This project has never received USG funding.  Post 
has the authority and the capacity to award a grant to the 
intended recipient agency.
