Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.

ΒΆ1.  (SBU) Econoff delivered reftel demarche to Waleed El 
Nozahay, head of the WTO department in the Egyptian Ministry 
of Trade and Industry, on May 10.  El Nozahay said that he 
was familiar with the issue and that he did not expect the 
GOE to pursue a claim under Article XXI of the General 
Agreement on Trade in Services (GATS), although he said the 
GOE would consider the issue further.  He noted that Egypt 
prohibits most gambling and does not have an internet 
gambling industry.  He promised to alert post of any future 
GOE action.
