Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.

ΒΆ1. (SBU) Polmiloff delivered reftel information on USG plans 
to make two presentations on Iran at the Information Exchange 
Meeting (IEM) of the Cape Town Nuclear Suppliers' Group (NSG) 
Plenary to MFA Senior Advisor for Nuclear Affairs and 
Nonproliferation Ceta Noland on April 11.  Noland said the 
Dutch NSG delegation is preparing an IEM presentation 
analyzing short-term and long-term prospects of P1 and P2 
hyper-centrifuge systems for Iran.  She said the presentation 
will be a joint effort through the Dutch Ministry of Defense 
and intelligence services.  While the presentation is not yet 
complete, Noland was hopeful that the Dutch will be able to 
circulate the briefing prior to the meeting in Cape Town.
