Understanding cables

(SBU) During an April 14 meeting with Minister Responsible 
for Foreign Affairs Yousef bin Alawi, the Ambassador 
encouraged Oman to attend the May 3 signing ceremony for the 
International Compact with Iraq (ICI) in Egypt (reftel).  Bin 
Alawi responded that the Omani government had not yet 
received an invitation to the event, but would give it 
"serious consideration" once delivered.
