Understanding cables

SUBJECT: LEAHY VETTING REQUEST: Afghanistan National Civil Order 
Police 
 
 
1. This is an action request, see para 6. 
 
2. In order to comply with Leahy vetting requirements, this cable 
forwards the names and biodata of two senior officers in the Afghan 
National Civil Order Police (ANCOP). ANCOP is a newly formed force 
within the Afghan National Police (ANP) and post is forwarding the 
names of the commanding officers, as directed by Department 
guidance. 
 
3. The United Nations Assistance Mission to Afghanistan (UNAMA) has 
completed vetting of these officers and has found no derogatory 
evidence of human rights violations. When there are individuals with 
one name: Post has made a good faith to ensure that the individuals 
with one name actually only have one name. 
 
4. Post requests completion of vetting by April 30 since the first 
ANCOP unit will complete training by May 9 and the MOI intends to 
deploy in preparation for summer offensive operations by the 
Taliban. 
 
5. Post will send additional battalion level officers as the MOI 
forms new ANCOP battalions septel.
