Understanding cables
Every cable message consists of three parts:

Linking to a specific paragraph in the body of a cable is also possible by copying the appropriate link (to be found at theparagraph symbol). 1. (SBU) Global Affairs Officer passed ref A list to Susanne 
Welter, MFA Deputy Office Director for Counterterrorism 
Cooperation.  Her only reaction was to ask whether USEU would 
provide a delegation list to the European Commission in 
Brussels; Global Affairs Officer responded they would. 
 
2. (SBU) Global Affairs Officer also passed ref B non-paper 
to Welter, who said that obtaining a formal German response 
would take time, but Germany would be prepared to comment at 
the April 23 meeting in Brussels.
