Understanding cables
Every cable message consists of three parts:

1.  (SBU) DCM spoke with MFA Americas desk officer Elchin 
Bashirov regarding reftel demarche on April 7.  Bashirov said 
he would forward the request to the appropriate MFA office 
and, on April 9, confirmed that the Director of the MFA,s 
First Territorial Division would convey this information to 
the Azerbaijani Embassy in Tehran.  DCM separately conveyed 
the information on April 8 to the aide for MFA Deputy Foreign 
Minister Khalaf Khalafov, whose portfolio includes Iran.  DCM 
also contacted UK and German DCMs, who confirmed that neither 
the UK nor the Germany Embassy in Baku had received 
instructions on this issue. 
 
2.  (SBU)  On April 9, we followed up with Qalib Israfilov, 
Chief of the MFA Security Affairs Department, regarding 
reftel.  Israfilov was not aware of the anticipated opening 
ceremony, but his aide said that he would contact the 
Azerbaijani Embassy in Tehran to communicate the message.
