Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.
  • The middle box contains the header information that is associated with the cable. It includes information about the receiver(s) as well as a general subject.
  • The bottom box presents the body of the cable. The opening can contain a more specific subject, references to other cables (browse by origin to find them) or additional comment. This is followed by the main contents of the cable: a summary, a collection of specific topics and a comment section.

Discussing cables
If you find meaningful or important information in a cable, please link directly to its unique reference number. Linking to a specific paragraph in the body of a cable is also possible by copying the appropriate link (to be found at theparagraph symbol). SUBJECT: SPANISH ATTENDANCE AT INTERNATIONAL COMPACT WITH 
IRAQ (ICI) UN INTERIM MEETING

1.  (U)  ESTHOFF passed reftel points March 9 to several 
senior officials at Spain's Agency for International 
Cooperation (AECI), encouraging senior level attendance at 
the March 16 ICI meeting in New York.  POLOFF passed same 
request to MFA's Iraq office.  Both ESTHOFF and POLOFF 
encouraged their interlocutors to develop a robust assistance 
package for Iraq. 
 
2.  (U)  AECI informed ESTHOFF March 13 that AECI Director 
General (A/S equivalent) for Africa, Asia, and East Europe 
Ricardo Martinez would lead the Spanish delegation to the 
March 16 meeting. 
 
3.  (SBU)  COMMENT:  Martinez is the key AECI official on 
Iraq assistance issues.  His attendance means that the 
Spanish are taking the ICI process seriously and suggests 
that Spain plans to channel significant amounts of assistance 
via the ICI process.
