Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.

If you find meaningful or important information in a cable, please link directly to its unique reference number. Linking to a specific paragraph in the body of a cable is also possible by copying the appropriate link (to be found at theparagraph symbol). SUBJECT: HUMAN RIGHTS VETTING FOR ACOTA TRAINING 
 
1. (U) This is an action request, please see paragraph 2. 
 
2. (SBU) Per Leahy Amendment human rights vetting 
requirements, please screen Rwandan Defense Forces (RDF) 
officer LtCol Ruvovico Mugisha.  LtCol Mugisha is the 
Commanding Officer of the RDF's 51st Battalion, 301st 
Brigade, 4th Division, due to receive ACOTA training 
beginning 2 April.  Post has discovered no derogatory 
information on LtCol Mugisha from web searches and post 
reporting. 
 
3.  (U) Post regrets the late notification and requests that 
vetting be completed as soon as possible and no later than 30 
March to allow training to begin as scheduled on 2 April.
