Understanding cables

1.  On March 16, Leopold Diouf, the Director General for National 
Security in the Ministry of Interior and Local Government, released 
crime statistics for 2006.  He noted that Senegalese police seized 
29 kilograms of cocaine; 8,396 tons of marijuana, and 129,232 
capsules of various psychotropic drugs.  Diouf claimed that the 
police made 980 drug-related arrests. 
 
2.  Other arrests included 53 alleged murderers, 500 armed robbers, 
73 burglars, and four car thieves.  Diouf said that police responded 
to 55,114 calls in 2006 -- compared to 47,452 in 2005. 
 
3.  On March 17 or 18, 2007, police arrested three Mozambicans 
attempting to smuggle four kilograms of cocaine from Cape Verde to 
Mozambique via the Delta flight from Dakar to Johannesburg.  The 
three were identified as Mercia Mugnumbe, born in 1977; Humberto 
Munguambe, born in 1979; and Jose Lavio Carlos, born in 1982.
