Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.
  • The middle box contains the header information that is associated with the cable. It includes information about the receiver(s) as well as a general subject.
  • The bottom box presents the body of the cable. The opening can contain a more specific subject, references to other cables (browse by origin to find them) or additional comment. This is followed by the main contents of the cable: a summary, a collection of specific topics and a comment section.
To understand the justification used for the classification of each cable, please use this WikiSource article as reference.

ΒΆ1. (SBU) The GONL will contribute an additional USD 500,000
toward the Iraq Distinct Entity Trust Fund as continued
support for the "middle ring" security mission protecting
personnel serving under the UN Assistance Mission in Iraq
UNAMI). MFA Policy Advisor Albert van Pabst from the
Conflict Prevention Division said February 12 that the GONL
strongly supports the UN's efforts in Iraq. While this
additional contribution is less than previously contributed
(1.1 million USD) by the Dutch toward the Fund, van Pabst
explained that the lower amount will allow the GONL to
consider additional contributions next year. Van Pabst said
the Dutch Mission to the UN has passed news of their
additional contribution to the UN Secretariat in New York.
