¶1.  (U)  The Ambassador delivered the Secretary's oral 
message regarding Liberia's arrears to international 
financial institutions (ref A) to Minister of Foreign Affairs 
D'Alema February 8, 2007.  FM D'Alema's staff acknowledged 
the message and stated that the FM would consider it. 
 
¶2.  (SBU)  The MFA's desk officer for Liberia at the Office 
for Development Cooperation informed Econoff February 13 that 
the MFA has instructed a representative from its Embassy in 
Washington to attend the Partners Forum and to announce the 
GOI's pledge to finance one million euros' worth of poverty 
reduction activities (through UN agencies, still to be 
determined) in health and education for 2007.
