Understanding cables

(SBU) ECONOFF delivered points in reftel to Stephen Millar, 
Ministry of Finance, International Institutions Chief. 
Millar said that Canada sees eye-to-eye with the USG on this 
issue.  He explained that there is no reason for Canada to 
alter its previous policy towards Zimbabwe's voting rights in 
the IMF.  According to Millar, Canada will continue to push 
for strong conditionality.
