Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.
  • The middle box contains the header information that is associated with the cable. It includes information about the receiver(s) as well as a general subject.
  • The bottom box presents the body of the cable. The opening can contain a more specific subject, references to other cables (browse by origin to find them) or additional comment. This is followed by the main contents of the cable: a summary, a collection of specific topics and a comment section.

If you find meaningful or important information in a cable, please link directly to its unique reference number. Linking to a specific paragraph in the body of a cable is also possible by copying the appropriate link (to be found at theparagraph symbol). (SBU) Per reftel instructions, poloff contacted Miguel 
Oliveros Torres of the MFA Subdirectorate General for Alien 
Affairs to advise him that the four protected Cuban migrants 
whom Spain has accepted for resettlement will apply for visas 
at the Spanish Embassy in Santo Domingo on February 28. 
Poloff transmitted to Oliveros the complete itinerary and 
copies of travel documentation for each of the four migrants. 
 Oliveros said that he would advise the Spanish Embassy in 
Santo Domingo of the intent of the four individuals to apply 
on February 28 and expressed confidence that the visa 
applications could be processed within the time required by 
the itinerary.  Post will report to the Department any 
additional response or query from the Spanish authorities 
regarding the transit to Spain of the four protected 
migrants.  Embassy Madrid appreciates the Department's quick 
response to the Spanish request for travel plans and 
documentation for the migrants.
