1. This is an action request -- see para 3. 
 
2. The name of Brigadier General Abdul Jamil, formerly chief of 
Kabul Police Headquarters, was submitted for international vetting 
in reftel as part of the police rank reform process request. 
Department's vetting uncovered potential derogatory human rights 
information about Abdul Jamil Junbesh and requested further 
investigation from post. 
 
2. Post recently learned from the United Nations Assistance Mission 
to Afghanistan (UNAMA) that in a follow-up review of 
previously-cleared candidates, UNAMA had identified Abdul Jamil as 
Abdul Jamil Junbesh and had informed the Ministry of Interior (MOI) 
Selection Board, which oversees the rank reform process, that he was 
not cleared for assignment to derogatory human rights information. 
Abdul Jamil has been removed from all MOI assignments lists. 
 
3. Post requests Department withdraw Abdul Jamil for vetting 
consideration and will gather derogatory information from UNAMA and 
enter into ACES.
