Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.
  • The middle box contains the header information that is associated with the cable. It includes information about the receiver(s) as well as a general subject.
  • The bottom box presents the body of the cable. The opening can contain a more specific subject, references to other cables (browse by origin to find them) or additional comment. This is followed by the main contents of the cable: a summary, a collection of specific topics and a comment section.

If you find meaningful or important information in a cable, please link directly to its unique reference number. Linking to a specific paragraph in the body of a cable is also possible by copying the appropriate link (to be found at theparagraph symbol). 1. (U) This message responds to Department request for Blue 
Lantern Level 3 Post Shipment End-Use Check on Lic. 
05-050011623 and Lic. 05-050010197l.  Romanian MOD office for 
Defense Trade and Acquisitions confirmed to Office for 
Defense Cooperation that the equipment under these licenses 
was received by MOD.  They also acknowledged that although 
the MOD took possession of the equipment, it is has been 
delivered to the IAR (Industria Aeronautica Romana), S.A. 
facility in Ghimbav, Brasov where the equipment is to be 
incorporated into the IAR 330 Puma SOCAT rotary wings for 
delivery to the Romanian Air Force.  GOR MOD is in compliance 
with the provisos attached to license 05-050010197. There has 
been no release of this equipment to a third party entity. 
 
2. (U) Questions specific to IAR, including IAR's strict 
inventory control protocols, and relations with foreign 
consignees have been addressed in detail per ref c.  IAR is 
fully cognizant of USML Controls and confirms no release of 
this equipment to a third party entity.  No site visit was 
conducted.
