Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.

SUBJECT: A request for a DVC with Tom Neale, Congressional Research 
Service, Library of Congress. 
 
 
1.  PROGRAM DESCRIPTION: Post requests a DVC with Mr Neale to 
discuss the outlook of the first 100 days of the 110th Congress. 
 
2. Preferred Activity Date, Fiscal Year, and Quarter:  This is an 
FY07 program, which is requested ideally the week starting 29th 
January; second quarter; 6.00pm EST time - noon NZ time of the 
following day. 
 
3. JUSTIFICATION OF PROGRAM: Post is aware that the 110th Congress 
has an ambitious agenda and would welcome a DVC on this subject as 
an opportunity for our contacts to discuss political issues, 
including the focus of the new House and Senate Committees, and the 
foreign policy aspect of the Legislative Branch directly with Tom 
Neale, an analyst in American national government, and a 
long-respected authority on the subject.

FAQs." CRS Report. 
 
5. MPP THEME AND EXPECTED AUDIENCE: MPP GOAL 08-01, Mutual 
Understanding.  Audience Expected to include members of the New 
Zealand government, including members of Parliament; local body 
politicians, lobbyists, political consultants, government officials 
and foreign embassies, academics, opinion-makers, policy-makers, 
members of the New Zealand Institute of International Affairs 
(NZIIA), and the media.
