Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.
  • The middle box contains the header information that is associated with the cable. It includes information about the receiver(s) as well as a general subject.
  • The bottom box presents the body of the cable. The opening can contain a more specific subject, references to other cables (browse by origin to find them) or additional comment. This is followed by the main contents of the cable: a summary, a collection of specific topics and a comment section.

If you find meaningful or important information in a cable, please link directly to its unique reference number. Linking to a specific paragraph in the body of a cable is also possible by copying the appropriate link (to be found at theparagraph symbol). On January 20, conservative, independent "La Tercera" (circ. 
101,000) ran an editorial entitled "The Latin American Left's New 
Model." 
 
"With the inauguration of the new president of Ecuador last Monday, 
the cycle of government changes in Latin America, which links to the 
leftist populist axis led by Venezuela, has been closed....  All of 
the governments in the leftist axis have been democratically 
elected....  but one cannot deny that their political platforms are 
the opposite of what has been done by Chile and most of the 
economically successful countries worldwide, e.g., [successful 
countries] have opened their borders and markets to globalization, 
liberalized their economies, restricted the State's role, and forged 
a good relationship with the United States. Chile's challenge is to 
maintain its ties and good relations with all in the region while 
not deviating from its economic and political strategy..."
