Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.
  • The middle box contains the header information that is associated with the cable. It includes information about the receiver(s) as well as a general subject.
  • The bottom box presents the body of the cable. The opening can contain a more specific subject, references to other cables (browse by origin to find them) or additional comment. This is followed by the main contents of the cable: a summary, a collection of specific topics and a comment section.

If you find meaningful or important information in a cable, please link directly to its unique reference number. 1. (SBU) Per reftel, on December 29 post requested comments 
from the South African Department of Communications (DOC) and 
the telecommunications regulator ICASA (Independent 
Communications Authority of South Africa) regarding SAG 
performance under various multilateral telecommunications 
agreements.  On January 11 post received a request from both 
DOC and ICASA for an extenstion of the January 16 deadline 
for comments. 
 
2. (SBU) South African government departments either close or 
are minimally staffed between December 15 and January 15 due 
to summer school holidays.  If possible, post recommends a 
three week extension of the deadline for comments.
