1. (U) This is an action request.  Please see para 3. 
 
2. (SBU) Per REF A instructions, poloff communicated to the 
Spanish authorities a request to resettle four Cuban migrants 
currently in protected status at the U.S. Naval Station on 
Guantanamo.  Post formally relayed this request on 11/8/2006 
via a diplomatic note to the MFA's Subdirector General for 
Aliens, Gil Jose Gonzalez Garcia.  Poloff subsequently 
followed up with the MFA and with the Ministry of Interior's 
Office of Refugee Affairs with additional details provided by 
PRM/ECA regarding the four migrants.  On 1/22/2007, the MFA 
transmitted a diplomatic note to the Embassy (unofficial 
translation below) accepting the resettlement in Spain of the 
four Cuban nationals discussed in reftel: Pedro Jesus Garcia 
Moure, Adonis Muguercia Fornaris, Disney Rodriguez Enoa, and 
Yosvany Rios Figueredo. 
 
3. (SBU) The MFA requested full itineraries for each of the 
migrants, including their port of entry and final destination 
in Spain, and information regarding where they intend to 
apply for a visa/travel document to enter Spain.  The MFA 
requires this information in order to advise the Spanish 
Embassy/Consulate that will be processing their visa 
applications that they have been cleared for entry into 
Spain.  Please advise post of this information when it 
becomes available in order to facilitate the travel of the 
migrants to Spain.  Post received REF B request for 
additional information regarding Spanish resettlement policy 
and will seek to obtain this information immediately.

The Ministry of Foreign Affairs expresses its regards to the 
Embassy of the United States of America in Madrid and 
regarding its Note Verbale Number 604, of 8 November, 2006, 
has the honor to communicate that it accepts the request for 
the resettlement in Spain of the four Cuban citizens 
currently located at the Naval Base at Guantanamo and whose 
names are Pedro Jesus Garcia Moure, Adonis Muguercia 
Fornaris, Disney Rodriguez Enoa, and Yosvany Rios Figueredo. 
 
The Ministry of Foreign Affairs reiterates its highest 
considerations.
