SUBJECT: KABILA COALITION DOMINATES IN KATANGA SENATE

¶1.  (U) Results of the January 19 senatorial vote in Katanga 
confirmed the dominance of President Joseph Kabila's AMP 
coalition in his home province.  Nine of the 16 senators 
elected by the provincial assembly January 19 are members or 
allies of Kabila's AMP coalition.  Only one of the parties 
allied with Jean-Pierre Bemba's UN coalition won a seat. 
 
¶2.  (U) The UN senator elected in Katanga is Vincent Lunda 
Bululu who served as Mobutu's prime minister from 1990-91, 
ran for president in the July 2006 first round, and is one of 
the founders of Bemba's MLC.  Two well-known figures in the 
government of Laurent Kabila were also elected.  Floribert 
Luhonge, running as an independent, and Gaetan Kakudji of the 
PPRD, were Laurent Kabila's prosecutor general and interior 
minister respectively at the time of his assassination in 
¶2001. 
 
¶3.  (U) The Katangan delegation will include two of the five 
women elected to the Senate nationwide.  Of the 16 senators 
elected by the provincial deputies, four each were chosen to 
represent the districts of Haut-Katanga, Haut-Lomani, Lualaba 
and Tanganyika.  The new Congolese constitution includes 
provisions for an eventual division of Katanga into four 
provinces comprising these areas.

Bijoux Goya Kienge (Independent) 
 
Goya, 38, one of Katanga's two women senators, was born 
November 20, 1968. 
 
 
Vincent de Paul Lunda Bululu (RSF/UN) 
 
Lunda Bululu, 64, was prime minister from 1990-91.  A 
professor of law and economics at the University of Kinshasa, 
he served in the transitional National Assembly.  He joined 
Bemba's UfN coalition after an unsuccessful presidential run 
of his own.  He was a member of the MLC executive board from 
2001-03 and of its College of Founders, following a period as 
an RCD rebel leader.  Originally from Babemba, Katanga, he 
was born October 15, 1942. 
 
 
Godefroid Kyangwe Muleya (CODECO/AMP) 
 
Kyangwe, 67, is owner-editor of the Lubumbashi daily 
"Mubaka."  Born June 26, 1939. 
 
 
Marie Claire Kikontwe Tumbwe Amani (PPRD/AMP) 
 
Kikontwe, 60, was a senator during the transition, and 
chaired the senatorial committee of the Women's Parliamentary 
Forum.  During the Mobutu era, she was a member of the MPR 
political bureau and served on its central committee.  A 
lawyer, she also holds a master's in philosophy.  Born August 
25, 1946. 
 
 
Justin Kiluba Longo (PALU/AMP) 
 
Kiluba, 40, was born February 28, 1966. 
 
 
Ernest Lungu Kasongo Mukonzo (Forces du Renouveau/AMP) 
 
Lungu, 58, was deputy higher education minister under Mobutu. 
 He also served as head of the Mobutu's MPR in Bukuma 
territory, Katanga.  Born Kamina, November 28, 1948. 
 
 
Mwamus Mwamba Mushikonke (FSIR/AMP) 
 
Mwamba, 37, is the Katanga representative to ONDH, the 
transitional human rights oversight body.  He is the former 
head of the NGO Education Committee for Fundamental Rights 
(CVDF).  Born July 6, 1969. 
 
 
Pierre Ntambo Nkula Ntanda (PPRD/AMP) 
 
Msgr. Ntambo, 59, is Bishop of the North Katanga Episcopal

Area of the United Methodist Church.  He is a member of the 
church's New York-based General Board of Global Ministries, 
and chancellor and chairman of the board of Africa University 
of Nashville, Tennessee.  He received a master of divinity 
from Nairobi International School of Theology.  Born December 
12, 1947. 
 
 
Godefroid Mwenda-Bantu Munongo Jr. (Independent) 
 
King Mwenda VIII, 39, is the traditional chief ("mwame") of 
the Bayeke people.  He is president of the National Alliance 
of Traditional Authorities of the Congo.  Born April 29, 1967. 
 
 
Patrick Thierry Andre Kakwata Nguza (Independent) 
 
Kakwata, 33, is a technical assistant with Belgian Technical 
Cooperation.  He will be the youngest member of the Senate. 
Born April 10, 1973. 
 
 
Floribert Musendu Flungu (Independent) 
 
Musendu, 45, was elected to the Katanga provincial assembly 
in October 2006.  He has held senior executive positions at 
two mining companies with ties to Chinese firms. Born April 
13, 1961. 
 
 
Gaston Kahilu Mbaka (PPRD/AMP) 
 
Kahilu, 67, is a retired director of the Congolese Central 
Bank.  He has also served as deputy director general at the 
electricity parastatal SNEL.  Born August 18, 1939. 
 
 
Amiral Kabamba Fataki (Independent) 
 
Kabamba, 37, was born January 4, 1970. 
 
 
Floribert Luhonge Kabinda Ngoy (Independent, allied with AMP) 
 
Luhonge, 64, was Prosecutor General at the time of Laurent 
Kabila's assassination and led the investigation into it.  He 
was appointed by Kabila to the position in 1998 following 14 
years as a practicing attorney in Katanga.  He was a career 
magistrate 1970-82.  An ethnic Luba, he was born in 
Albertville May 25, 1942. 
 
 
Theodore Yamungu Kisimba (UNADEF/AMP) 
 
Yamungu, 56, was born February 7, 1950. 
 
 
Gaetan Kakudji (PPRD/AMP) 
 
Kakudji, 64, was a close associate and cousin of Laurent 
Kabila.  He was interior minister at the time of Kabila's 
assassination and previously served as governor of Katanga. 
He had a long career in Belgium as a journalist and 
administrator before returning to Congo.  Born Ankoro, 
Katanga, October 3, 1942.
