1. (U) This is an action request. 
 
2. (U) Combined Security Transition Command-Afghanistan (CSTC-A) 
will complete the training of the prison guard detachment for the 
Afghan National Detention Facility at Pol-E-Charki by February 22, 
2007. The detachment will consist of 91 officers and 258 guards.  In 
order to comply with Leahy vetting requirements, this cable forwards 
the name of the commanding officer of the Pul-E-Charki detachment. 
(Note: Ref c and d requested vetting of the officer and the enlisted 
guard force. This cable supersedes those requests. End Note) 
 
3. (U) Post is treating the detachment as a 'unit' because they are 
being trained together with a clear chain of command. Additionally, 
the detachment will be permanently based at Pul-E-Charki and not be 
transferred to another location in Afghanistan. Per ref a, under 
this circumstance post is submitting only the name of the unit 
commander for vetting. 
 
4. (U) Post will inform Department of any derogatory information 
found by Embassy during in-country vetting. Derogatory information 
regarding the detachment commander will be entered into ACES.  Post 
requests expeditious processing of the commanding officer since the 
detachment will complete their training by February 22. 
 
5. (U) Ref b discusses the case of the deputy commander. Post is 
still awaiting further information from CSTC-A regarding final 
disposition of this case. 
 
6. (U) Following is biographical data for the commander of 
Pul-e-Charkhi guard detachment:
