Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.

SUBJECT: Republic of Congo-Brazzaville and Darfur 
 
 
1.  (U)  Mission has received a diplomatic note from the Permanent 
Mission of Congo in reply to our dip note 367-06 informing us of the 
visit to Darfur of its Geneva Ambassador.  The Government of the 
Republic of Congo expressed its concerns regarding the humanitarian 
and security situation, and the effects the crisis in Darfur may 
have on the neighboring countries, in particular on Chad and the 
Central African Republic. 
 
In its dipnote the Congolese Government mentions it is in favor of 
sending a hybrid force, African Union/UN, under the command and 
control of the United Nations to secure the regions at the borders 
between Sudan, Chad and Central African Republic to prevent raids by 
the Janjaweed.

La Mission permanente de la Republique du Congo aupres de l'Office 
des Nations unies et des autres Organisations internationales a 
Geneve, presente ses compliments a la Mission permanente des 
Etats-Unis aupres de l'Office des Nations unies et des autres 
Organisations internationales a Geneve, et a l'honneur d'accuser 
reception de sa note verbale No. 367/06 du 7 decembre 2006 relative 
au conflit du Darfour. 
 
La Republique du Congo, dont l'Ambassadeur permanent a Geneve, s'est 
rendu au Darfour, est preoccupee par la situation humanitaire et 
securitaire qui sevit actuellement dans cette region. 
 
En sa qualite de President en exercice de I'Union africaine, la 
Republique du Congo est preoccupee par les effets de la crise du 
Darfour sur le territoire des Etats voisins, en particulier le Tchad 
et la Republique Centrafricaine (RCA). 
 
La stabilite de la sous region de l'Afrique centrale, dont la 
Republique du Congo fait partie, est au cceur des preoccupations du 
gouvernement congolais qui souhaiterait que le conflit ne prenne pas 
une ampleur regionale en s'internationalisant. 
 
La Republique du Congo est favorable a l'envoi d'une force hybride 
Union Africaine/Nations unies sous commandement et controle de 
I'ONU, pour securiser les regions frontalieres entre le Soudan et le 
Tchad d'une part, et la RCA d'autre part, afin d'eviter les 
incursions meurtrieres des Janjaweed. 
 
La Mission permanente de la Republique du Congo aupres de ('Office 
des Nations unies et des autres Organisations internationales a 
Geneve saisit cette occasion pour renouveler a la Mission permanente 
des Etats-Unis aupres de I'Office des Nations unies et des autres 
Organisations internationales a Geneve, l'assurance de sa haute 
consideration.
