Understanding cables

1.  Post has contacted Fernando Lyrio, Director of International 
Relations at Brazil's Ministry for the Environment, and presented 
the proposal for a DVC on U.S. and Brazilian approaches to reducing 
emissions from deforestation.  Lyrio reports that the three people 
key for the Brazilian panel to respond to the questions submitted 
are out of the city and will not return until the end of next week, 
February 2.  Minister Luiz Figueiredo Machado, Chief of the 
Environment Section at Itamaraty, is in Japan.  Joao Capobianco, 
Secretary for Biodiversity and Forests at the Ministry is on

vacation, as is the Director of the new Brazilian Forest Service 
Tasso Azevedo. (January and February are summer vacation months in 
Brazil). 
 
2.  Post will continue to work to set a date for subject DVC as 
early as possible.
