Understanding cables

Econoff delivered reftel demarche to Ambassador Bernard Tanoh 
Boutchoue, Director of the Office of United Nations and 
Specialized Institutions Affairs in the Ministry of Foreign 
Affairs, on January 3.  Ambassador Boutchoue was unaware of 
the forum and promised to look into it and get back to us. 
Ambassador Bayo Idrissa, Director of the Department of 
America, Oceania and Caribbean, followed up with us January 
ΒΆ24.  He indicated that Cote d'Ivoire would have difficulty 
funding a delegation to the forum as this event was not 
scheduled as part of their budget.
