Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.

If you find meaningful or important information in a cable, please link directly to its unique reference number. Linking to a specific paragraph in the body of a cable is also possible by copying the appropriate link (to be found at theparagraph symbol). (SBU) Poloff delivered reftel demarche December 4 to MFA 
Deputy Head of Human Rights Division Birgitta Tazelaar and 
Head of Political and Legal Affairs, MFA UN and IFIs 
Department, Peter van der Vliet.  Following up on December 
8, van der Vliet told poloff that the Dutch remain 
uncomfortable with the Palestinian draft but are hoping to 
see a resolution technical in nature, per the Secretary 
General's report.  Van der Vliet would not speculate on the 
eventual Dutch position, until after the December 11 EU 
coordinating meeting in New York.
