(SBU)  On December 8 poloff presented reftel demarche to 
Mario Rivera, Head of Multilateral Affairs at the MFA.  He 
reported that the MFA was planning to send instructions to 
the Permanent Mission of El Salvador to co-sponsor the 
Finnish resolution.  Rivera said that the GOES supported the 
U.S. position with respect to Sudan, and was also worried 
about the fact that the new HRC has, so far, discussed only 
issues related to Israel.
