Understanding cables
Every cable message consists of three parts:

If you find meaningful or important information in a cable, please link directly to its unique reference number. Linking to a specific paragraph in the body of a cable is also possible by copying the appropriate link (to be found at theparagraph symbol). On December 4, PolOff delived reftel demarche points to MFA 
Multilateral Affairs Deputy Director Marios Kountourides and 
Middle East and North African Affairs Officer Dionyssis 
Dionyssiou.  The latter reported back to PolOff on December 8 
that Nicosia still needed to consult with its UN PermRep 
prior to the December 15 (per latest info) Emergency Special 
Session on Register of Damages.  However, Dionyssiou made 
clear that Cyprus "would be interested in the positions of 
other EU member states" and that it would work toward a 
"common (EU) reaction."  Post will report septel any 
additional substantive response.
