SUBJECT: RWANDA WILL ROTATE ITS DARFUR TROOPS 
 
 
1.  (SBU) Action request.  The GOR communicated its intent to 
rotate the three Rwanda Defense Forces (RDF) battalions in 
Darfur, Sudan with three new battalions.  The diplomatic note 
(text below) indicates a desire for the USG to provide the 
airlift for the troop rotation "by the end of December 2006." 
(Comment.  Since September, DATT has regularly reminded the 
RDF that an airlift requires two to three months of prior 
planning to arrange. End comment).  Post requests guidance on 
an airlift timeline. 
 
2.  (SBU) The text of the diplomatic note:

The Ministry of Foreign Affairs and Cooperation of the 
Republic of Rwanda presents its compliments to the Embassy of 
the United States of America in Kigali and has the honor to 
inform that following the acceptance by the Government of the 
Republic of Sudan of the Hybrid Peacekeeping Mission in 
Darfur, the Government of Rwanda has decided to rotate its 
three battalions currently deployed in Darfur by the end of 
December 2006. 
 
The Ministry further on behalf of the Government of Rwanda 
takes this opportunity to express its appreciation to the 
Government of the United States of America for the continued 
support in airlifting the Rwanda Defense Forces to Darfur. 
 
The Ministry of Foreign Affairs and Cooperation of the 
Republic of Rwanda avails itself of this opportunity to renew 
to the Embassy of the United States of America in Kigali the 
assurance of its highest consideration.
