Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.

Linking to a specific paragraph in the body of a cable is also possible by copying the appropriate link (to be found at theparagraph symbol). On 8 December poloff presented reftel points on the Sudan 
Special Session to Foreign Affairs Americas Desk Officer 
Augustin Rutikara.  Rutikara had no immediate comment on 
reftel, but assured poloff he would pass talking points to 
Foreign Minister's office for the minister's review.
