Understanding cables

1. (SBU) In response to Ref A, Embassy Khartoum offers the 
following information. 
 
2. (SBU) Dr. Khalil Ibrahim Mohamed, Chairman, Justice and 
Equality Movement (JEM) and Co-Founder of the National 
Redemption Front (NRF) 
 
-- Leader of a Peoples Defense Forces unit that took part in 
its operations in Equatoria and Jebal Alnuba during the civil 
war in the South; 
 
-- Served as the Minister of Health in Darfur until 1998; 
 
-- Studied in Holland for a year circa 1999; 
 
-- Met Dr. Sharif Harir in Holland; and 
 
-- Founded the Justice and Equality Movement.
