Understanding cables

SUBJECT: LEAHY VETTING REQUEST: GENERAL OFFICER FOR ANP RANK AND 
REFORM 
 
1. (U) This is an action request - see paragraph 2. 
 
2. (U) In order to comply with Leahy vetting requirements, this 
cable forwards the names and biodata of one general officer in the 
Afghan National Police (ANP). The Ministry of Interior wishes to 
assign to a top leadership position. UNAMA has reviewed the 
information available on this individual and has found no evidence 
of human rights violations.  (Note: UNAMA's summary of information 
is repeated for Department's information at para 4.  This 
information was collected as part of initial vetting of general 
officers last year; since it may be outdated, we have requested 
UNAMA to update its file.  Should additional information be received 
we will inform Department.  End note.)  Post request Department 
response by January 8, 2007.

4. (SBU) UNAMA Comment: Mohammad Khalil Andarbi was previously 
linked to Hizb-e Islami Hekmatyar during the Jihad time. Not 
involved in human rights violations but is indirectly linked to drug 
trafficking. While not well-educated, he is described as qualified 
and able to maintain authority.
