Understanding cables
Every cable message consists of three parts:

If you find meaningful or important information in a cable, please link directly to its unique reference number. Linking to a specific paragraph in the body of a cable is also possible by copying the appropriate link (to be found at theparagraph symbol). Science Office delivered demarche in REFTEL on Dec. 6 to Maria 
Teresa Pessoa, Director of the Space and Sea Division of the 
Brazilian Foreign Ministry.  In response to the demarche, Pessoa 
stated that the Government of Brazil recognizes the prerogative of 
Australia to establish navigational regulations in waters under 
Australia's jurisdiction, but does not intend to intervene in the 
Plenary.  Brazil will not make a statement to the United Nations 
General Assembly.
