Understanding cables
Every cable message consists of three parts:

1.  (SBU) Talking points were delivered to the office of Santiago 
Salguero, Under Secretary of Industries at the Ministry of Foreign 
Trade, which holds the presidency of the Codex commission in 
Ecuador. 
 
2.  (SBU) Salguero understands the points and would support the U.S. 
proposal to continue with work on the RDNA plant document. However, 
due to lack of resources Ecuador will not be attending the next 
Codex Alimentarius meeting in Chiba, Japan.
