Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.
  • The middle box contains the header information that is associated with the cable. It includes information about the receiver(s) as well as a general subject.

 ΒΆ1. (SUB) Per Reftel, a diplomatic note was passed October 20 
regarding the Department of Energy's (DOE) Commodity 
Identification Training (CIT) program to Department of 
Foreign Affairs' (DFA) Nokwazi Mtshali and South African 
Revenue Services' (SARS) Varsha Singh.  Ms. Mtshali responded 
on November 3 that the dip note had been passed to DFA's 
Ambassador Abdul Minty office.  Ms. Singh responded on 
November 8 that SARS had taken no position on the CIT 
program.  Both Ms. Mtshali and Ms. Singh stated that would 
provide updates on South Africa's interest in the CIT program.
