Understanding cables

Labardini,Director-General for Human Rights at the Ministry 
of Foreign Relations.  Labardini said he had instructed 
Mexico's UN mission to vote against all three retaliatory 
resolutions. Mexico voted for the U.S. sponsored Third 
Committee resolution, he noted.
