Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.

 1. (U) Post has completed the in-country vetting of the 355 
Afghan National Police (ANP) officers selected to serve as 
Colonels as part of Phase III of the ANP Rank and Reform 
Process. Post vetted all individuals through the United 
Nations Assistance Mission to Afghanistan (UNAMA). UNAMA's 
vetting eliminated 45 of 400 original candidates. 
Additionally, post completed inhouse vetting and has found no 
credible evidence of human rights violations available. Posts 
deeply appreciates the Department's efforts, particularly 
SCA/RA and DRL, for their support in completing Washington 
vetting.
