Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.
  • The middle box contains the header information that is associated with the cable. It includes information about the receiver(s) as well as a general subject.
  • The bottom box presents the body of the cable. The opening can contain a more specific subject, references to other cables (browse by origin to find them) or additional comment. This is followed by the main contents of the cable: a summary, a collection of specific topics and a comment section.

1.  (U)  Summary.  The Indonesian Air Force (IAF) verified 
on September 1, their order and receipt of component C-130 
parts detailed in reftel.  The order contained some 
defective parts, for which the IAF ordered replacements. 
Per request in reftel, we have inquired about both orders 
and the IAF advises that the defective parts remain at 
Malang Air Force Base in Central Java.  End summary. 
 
2.  (U)  We contacted Chief of Aeronautics Air First Marshal 
Sunaryo on September 1, to verify order number 05-982004 and 
5-982005, as well as its replacement order number 05- 
1002211.  Sunaryo confirmed that the IAF received parts 
listed in order numbers 05-982004 and 05-982005 for 
maintenance of their C-130 aircraft.  Sunaryo noted that 
three items from the two shipments were defective, and the 
IAF ordered replacements under license numbers 05-982004 and 
05-982005 through its intermediary Aero Hitech Pte.Ltd. in 
Singapore.  Sunaryo confirmed that Aero Hitech Pte.Ltd., 
with its representative office PT. Putra Chandra Lestari in 
Jakarta, is a regular intermediary for IAF's procurements. 
 
3.  (U)  Air First Marshal Sunaryo confirmed that the 
defective parts include: 
 
-- 1  windshield panel center    P/N: 337279-11. IAF claims 
the part has a bend in the windshield near end of fasteners; 
 
-- 1  filler cap   P/N: FV400-34.  IAF claims without safety 
chain and cap; 
 
-- 10 bolt, fuel nozzle  P/N: 3814120, IAF claimed that the 
goods were not factory new as ordered. 
 
4.  (U)  Sunaryo confirmed with us on September 28 that the 
defective parts remain at Malang Air Force Base in East 
Java.  We have no direct or independent confirmation of this 
statement.
