Understanding cables

ΒΆ1.  (SBU)  Post delivered talking points per reftel to the Tajik 
Ministry of Foreign Affairs Chief of the Department on 
International Organizations, Nuriddin Shamsov.  Shamsov did not 
have any immediate substantial comments on the Emergency Special 
Session, but said the MFA will relay the talking points to 
Tajikistan's UN mission and instruct them to vote accordingly. 
He mentioned that Tajikistan will most likely abstain.
