Understanding cables
Every cable message consists of three parts:

In response to reftel demarche seeking an update on donor pledges 
and expenditures related to the South Asia earthquake, GOT MFA 
officer Sebnem Incesu insisted that Turkey's pledge to Pakistan 
totaled $150 million, of which official and NGO humanitarian 
assistance actually expended totaled $100 million.  She said that 
$40 million of the pledge for reconstruction projects was not yet 
disbursed.
