Understanding cables

SUBJECT: REQUEST FOR HUMAN RIGHTS VETTING FOR COMMAND POST 
EXERCISE 
 
1.  Post requests the Department's assistance pursuant to the 
Leahy Act and the Foreign Assistance Act in screening the 
following candidates who have been nominated to attend the 
ECOWAS Command Post Exercise under the auspices of ACOTA. 
Candidates listed below are from the Nigerian armed forces. 
Training will take place December 4-15, 2006 in Accra, Ghana 
at the Kofi Annan International Peacekeeping and Training 
Center.  Post has no derogatory information.
