Understanding cables

(SBU) On October 25, poloff delivered reftel demarche, urging 
capitals to vote against three resolutions in the Fourth 
Committee that would renew the mandate of UN institutions 
which are biased against Israel, to Lee Kyung-chul, Deputy 
Director of the UN Division at the Ministry of Foreign 
Affairs and Trade.  Lee said that Seoul would need some time 
to study the issue.  Contacted again on October 27, Lee said 
Seoul was seriously reviewing the matter and had shared the 
reftel materials with its mission in New York.
